Yes. All block volumes support online expansion with zero downtime. You can increase size at any time — the filesystem expands automatically. Shrinking is not supported to guarantee data integrity.
Billed per GB/month with hourly metering. You only pay for provisioned space. Snapshots are billed separately at the incremental storage rate (very low thanks to block-level dedup).
